Central Library–History

http://biblioteca.pedagogica.edu.co/biblioteca/historia/

In 1955, the UPN Central Library PN was born as part of the University. At that time, it was called the Universidad Femenina (Women’s University). Prior to that, in 1927, there were the school libraries of the Instituto Pedagógico Nacional para Señoritas (National Pedagogical Institute for Seniors), the Bachelor’s Institute and its affiliated schools, and the Instituto de Educación Preescolar (Preschool Institute).

The reorganization of the Library and Educational Resources Department, initiated by Dr. Irene Jara de Solórzano, Rector from 1959 to 1969, who could not imagine the University without an organized library, began in March 1963. Araceli Cardona de Mejía was its first librarian. The library began its service on the Calle 72 campus in a classroom on the third floor of Block A with about 200 books, mostly encyclopedias and government publications, to support the teaching, research and social projection processes.

In the 1970’s, after the library was organized and given a new direction, the collections were divided. In 1979, with the donation of about five hundred titles of periodicals, the Newspaper Archive was officially created. At that time, the United Nations Development Program (UNDP) was present in Colombia. Its objective was to support education. New educational programs were created and in 1972 the need was felt to create a Documentation Center specialized in education. The first director was Ingrid Muller de Ceballos, a documentary filmmaker.

In 1982, Lina Espitaleta was appointed Director of the Library. Under her leadership, the library was modernized in administrative, technological, technical, and service aspects, as well as the updating of its collections, until it became a leading library specialized in education. Today, the strategies implemented in these spaces have had an impact both inside and outside the university. In addition, about 30 students are served as part of the different academic programs of the UPN and 20 external users from different educational institutions at the district and university levels. In 2015-1, as part of the project “A Respectable House for Trainee Teachers”, Institutional Development Plan 2014-2019, in some areas of the Central Library, the Western Area Physical Plant has been restructured to provide a friendly environment for optimal development of academic work. In that sense, the mat was replaced by a white porcelain floor, all the old halogen lights were replaced by LED lights, structural improvements and expansion of spaces were carried out. The entrance hall was completely renovated, and the walls were replaced with tempered glass. Some rooms were adapted to create a new area, the Theses Room. The Consultation Room and the Circulation and Loan Area were also relocated and redesigned.

Additionally, the furniture in the Reading Rooms, the Internet Room, the Theses Room and the Circulation and Loan Area were changed.

In 2017-2, the pending Physical Plant remodel in the East Area was completed; the Individual Study Room was restored with new furniture; there was a change from matted flooring to vinyl flooring in rolls; and there was a change from halogen lighting to LED lighting in these locations: Newspaper Archive, Individual Reading Room, Music Room, Exhibit Hall, and Satellite Office.

Collections – Accessing Library Materials

The Centro Tiflotecnológico Hernando Pradilla Cobos has a Closed Digital Collection of library materials on different fields of knowledge, which are available to visually impaired members of the university community.

What are accessible library materials?
They are texts designed under accessibility criteria in order to be read by any person, regardless of the mode, means, or format chosen to access the information.

How to access the collection?
To consult and/or request the available texts, you must visit the Centro Tiflotecnológico or send an e-mail to centrotiflo@pedagogica.edu.co.

What if the Library material is not accessible yet?
You can request the bibliographic adaptation service of the Library, which consists in making accessible any text in printed or digital format, scanned in images using scanners or optical character recognition (OCR) programs that allow its digitization or conversion into readable, editable, and usable digital files. These can then be recognized by word processors and technical, technological, typographical and/or specialized information access software, such as screen readers or magnifiers used by the visually impaired.

This service can be requested by

  • Any visually impaired member of the university community.
  • Teachers and officers who need to send texts to recipients including visually impaired ones.

In the mid-1990s, the idea of implementing typhlo-technological resources at the UPN was born by a team of teachers of the Bachelor’s Degree in Special Education (LEE), led by Professor Hernando Pradilla Cobos (RIP), who was recognized nationally and internationally for his contributions to the field of education of the blind. The typhlologists Clara Inés Torres Colmenares (RIP), Erly Mercedes García Orjuela, Gloria Amparo Rodríguez Bulla and Sofía Julieta Torres Sánchez also participated.

Because of its specialization, this pedagogical team was interested in the reflective and practical field of typhlo-technology. This field involves the study of theories, resources and techniques applied to the implementation of tools to provide the blind with the appropriate means to use technology. This made it possible to identify the institutional need to work against information access barriers so that blind or visually impaired students would have the necessary support or adaptations to carry out their educational processes and social interaction activities through ICTs.

Thus, in 2005, the Central Library and the Bachelor’s Degree in Special Education became a support network by opening four new typhlo-technological booths with technological and typhlo-technological equipment, which are still in use today.

It is important to note that the team has always worked with blind or visually impaired students from the very beginning. Their ideas, needs, and the support they needed were taken into account. Their opinions and involvement in the design of the spaces and services have been always taken into account.

Panorama view of the four Typhlo-technological Booths, 2023.

Subsequently, in 2011, and thanks to the actions carried out by the teachers, the blind or visually impaired students and the officers of the UPN Central Library around the typhlo-technology and access to information, a new scenario for our Training Teachers Institution was solidified, namely the arrival of the Typhlo-technological Center. Thus, the Hernando Pradilla Cobos Typhlo-technological Center was created as an additional space to the four existing typhlo-technological booths. It allowed more resources, complementary services, and a main room for group work.

To broaden the scope of our work, it was essential in this team to recognize that accessibility is an interdisciplinary category and therefore a cooperative construction. The latter allowed us to meet from a typhological, pedagogical, and library science perspective to think about the offer in the Typhlo-tecnological Center of library and support services for the admission, retention, and graduation processes of visually impaired students.

It is indeed a construction of the entire university community. We underline that it is of great value to point out that although blind or visually impaired people have been the main users, the services have not been addressed only to them, but (on the contrary) extended to the entire university community and to external people at local and national levels.
